01 — The quick answer

FSSAI Central vs State License: which one do you need?

Choose the food licence that fits your actual activity and premises. Start with the current turnover framework, then check the specific Kind of Business.

The 2026 starting point: Registration covers turnover up to ₹1.5 crore; a State License covers turnover above ₹1.5 crore and up to ₹50 crore; a Central License covers turnover above ₹50 crore. These revised thresholds apply from 1 April 2026. Specific activity and jurisdiction rules can require a different result.

A restaurant, food importer and supplement manufacturer can have similar sales but different licensing requirements. The correct FSSAI Central vs State License decision therefore combines financial records with a clear description of what happens at each location.

Prepare a business profile before applying

  • Activity: manufacture, repack, relabel, import, store, distribute, sell or serve food.
  • Premises: list kitchens, factories, warehouses, outlets and the head office.
  • Products: identify food categories, formulations and any special product requirements.
  • Turnover: use documented figures and disclose assumptions for a new venture.

For help with classification and filing, review CompanyJi’s FSSAI registration and food licence service. Agree the application scope before paying professional charges.

02 — Compare the licences

Difference between FSSAI State License and Central License

Both are food business licences. The difference concerns eligibility and the responsible licensing authority, rather than a higher or lower food-quality grade.

Decision point State License Central License
General turnover band Above ₹1.5 crore, up to ₹50 crore. Above ₹50 crore.
Authority Relevant State/UT licensing authority. Relevant central licensing authority.
Activity check Confirm the State route for the selected activity. Some activities require Central licensing irrespective of turnover.
Premises coverage Covers the approved premises and endorsed activities. A head-office licence does not replace unit-level coverage.
Application portal Apply through FoSCoS. Apply through FoSCoS.
Food safety obligations Applicable hygiene, product and operating requirements continue. Applicable hygiene, product and operating requirements continue.

This table gives the general framework. Use the current activity-specific eligibility entry before selecting a licence.

Where does basic FSSAI registration fit?

Registration is a separate category, not a State License at a discounted price. Small size alone does not settle eligibility where a specialised activity has its own licensing entry. A licence is also not blanket approval for every food formulation or label claim.

If you are setting up a new entity, coordinate company registration with the food-business application so the applicant name and premises records remain consistent.

03 — 2026 turnover rules

FSSAI licence turnover limits: what changed in 2026?

Older guides often repeat ₹12 lakh for registration and ₹20 crore for Central licensing. Those figures should not be used as the current general turnover framework.

Apply the boundary values correctly

Exactly ₹1.5 crore falls within the general registration band. Exactly ₹50 crore falls within the general State band. The next category begins only when the relevant limit is exceeded, subject to the business-specific eligibility entry.

Keep evidence behind the figure: reconcile sales records, financial statements and application declarations. Do not substitute profit, capital invested or a convenient estimate for annual turnover.

Existing businesses need a migration review

A lower category under the revised limits should be handled through the notified FoSCoS migration process. Preserve your certificate, fee receipts and declarations; do not simply discard the existing licence.

Use bookkeeping support to maintain a reliable turnover trail. Coordinate separate tax obligations through GST return filing; the GST and FSSAI tests serve different purposes.

04 — Activity exceptions

When turnover alone does not decide the FSSAI licence

The revised eligibility schedule is essential for specialised businesses. An ordinary restaurant comparison should not be copied into an importer or product-manufacturing application.

01

Importers and e-commerce

The revised schedule lists Importer and E-Commerce with Central licensing irrespective of turnover. Identify the applicant’s actual role; a platform operator and a seller using that platform are different business profiles.

02

Specialised food manufacturing

Food or health supplements, nutraceuticals and non-specified food have specific Central licensing entries. Non-specified food may also require separate product approval before licensing.

03

Other specific entries

Hotels, catering, milling and businesses at specialised premises need their own eligibility review. Do not apply the general turnover bands mechanically to every activity.

Manufacturing capacity: avoid outdated shortcuts

Check the revised entry for your exact manufacturing category rather than reusing old daily-capacity charts. Document the process, equipment and product list so classification and premises readiness can be reviewed together.

Food importers should coordinate their food licence with IEC registration and import requirements. For online operations, review e-commerce business setup alongside the food-business role.

05 — Premises and head office

Multi-state food businesses: head office and unit licences

Map the operating locations before choosing a category. “Central License” does not mean one certificate automatically covers every kitchen, outlet and warehouse.

FoSCoS guidance requires an FBO with premises or units in more than one state to identify a head office and obtain Central licensing for it. Other locations need their own appropriate Central License, State License or Registration.

Prepare a location register

  • Identify the legal operator, address and activities at each premises.
  • Separate your own units from independent suppliers and franchise operators.
  • Record the relevant certificate, activities endorsed and responsible person.
  • Review proposed new outlets before treating them as covered by the existing licence.

FoSCoS guidance also describes one licence or registration per premises with relevant Kinds of Business endorsed. Make the activity list complete instead of applying for overlapping certificates casually.

Shipping to customers elsewhere and operating an additional physical premises are different facts. Describe both accurately during the review. For expansion, coordinate GST registration planning and Virtual CFO support for location-level records and budgets.

06 — Documents and readiness

Documents required for FSSAI State and Central License

The document list depends on the selected Kind of Business. A manufacturer’s application should not be prepared from a retailer’s checklist.

Applicant and authority
  • Identity and contact details
  • Entity constitution documents
  • Relevant authorisation or nomination
  • Consistent legal and trade names
Premises and operations
  • Ownership or occupation evidence
  • Address and layout where required
  • Equipment and process details
  • Food categories and product list
Activity-specific evidence
  • Food safety management information
  • Water analysis where applicable
  • Technical personnel details
  • Importer or product-approval records

Make the documents tell one consistent story

Check the operator name, complete address, activity, product description and signatory across all uploads. Keep scans legible and provide the records requested by the current FoSCoS checklist. Additional documents can be required for the specific premises or activity.

If ownership is still being decided, compare LLP registration before finalising the applicant. For a packaged-food brand, review trademark registration separately from food licensing.

07 — FoSCoS application

How to apply for an FSSAI licence online

A complete application starts with correct classification. Filing quickly is useful only when the business details and supporting evidence are accurate.

01

Classify the business

Review activity, products, turnover, special eligibility entries and each operating location.

02

Select the FoSCoS route

Choose the correct premises, Kind of Business and licence or registration category.

03

Prepare and submit

Complete the application, upload relevant records and pay the portal-assessed government fee.

04

Resolve scrutiny

Track queries, respond with consistent evidence and prepare for inspection where required.

05

Check the certificate

Verify operator details, premises and endorsements; update the operating compliance records.

What should a professional filing scope include?

Ask whether the quote covers eligibility review, document checking, application submission, query responses and inspection coordination. Keep government charges, laboratory costs and professional fees separately identified.

No adviser can promise approval regardless of scrutiny. Timelines depend on the application route, completeness, inspection and authority response. Use the official FoSCoS portal for status and retain the application reference.

Share your business profile through CompanyJi’s contact page to discuss the filing work required for your premises.

08 — Fees and validity

FSSAI licence fees, perpetual validity and migration

The 2026 reforms changed the renewal framework. Do not confuse perpetual certificate validity with an exemption from government fees or food safety compliance.

Budget from the current eligibility entry

The revised schedule lists ₹100 for ordinary registration, ₹5,000 for restaurant State licensing and ₹7,500 for restaurant Central licensing. Activity-specific entries and concessions can differ. Confirm the amount assessed in FoSCoS before paying.

What perpetual validity means

FSSAI’s March 2026 FAQ explains that licences and registrations remain valid unless suspended, cancelled or surrendered, with no periodic renewal application. Fees remain relevant; the FAQ allows payment for any number of years at once.

What happens during threshold migration?

The same FAQ provides for no threshold-migration modification fee, retention of the licence number and adjustment of paid State fees against registration’s annual fee. Follow the current portal instructions for your existing certificate.

Before approving a quote: request an itemised breakdown of government fees, professional support, testing and any other work. A low headline price is difficult to compare without the scope.

09 — After approval

Food licence compliance: keep the certificate aligned with operations

Approval is the beginning of a continuing operating responsibility. Keep the licensed activities, premises and business records aligned as the venture changes.

Keep the operating file current

Maintain hygiene procedures, supplier records, applicable testing, staff responsibilities and certificate details. Review product labels and claims before launch.

Build a repeatable routine

Review changes before expansion

Assess a new location, new activity, formulation change or changed operator before assuming the current certificate covers it. Use the appropriate modification process.

Match approval to activity

Check each obligation separately

Review licence display, the use of the FSSAI number, applicable returns and food safety requirements for the actual business. GST, local permissions, trademark protection and company filings remain separate workstreams.

Maintain a named owner for each task, a document folder and reminders tied to the relevant rule or portal instruction. For the entity’s wider obligations, review annual compliance services and income tax filing. Confirm explicitly whether food-law support is included.

11 — 20 practical answers

FSSAI Central vs State License: frequently asked questions

Clear answers to the eligibility, application and ongoing-compliance questions food businesses ask before filing.

What is the main difference between FSSAI Central and State License?

They differ in eligibility and licensing authority. Review current turnover bands, the Kind of Business and premises jurisdiction before selecting the route.

What are the general FSSAI turnover limits from April 2026?

Registration: up to ₹1.5 crore. State License: above ₹1.5 crore and up to ₹50 crore. Central License: above ₹50 crore. Specific activity entries can differ.

Does exactly ₹50 crore require a Central License?

Under the general turnover framework, exactly ₹50 crore remains within the State band. Check the activity-specific entry for exceptions.

Can a small food business need a Central License?

Yes. The revised schedule includes specific Central licensing activities irrespective of turnover, including food importers. Small sales alone do not settle eligibility.

Are the old ₹12 lakh and ₹20 crore limits still the general rule?

No. The revised turnover framework took effect on 1 April 2026. Use current FSSAI orders and the relevant eligibility entry.

Does every food business below ₹1.5 crore qualify for registration?

Do not assume that. Check the selected Kind of Business and any special product, activity or jurisdiction conditions before using the general band.

Does a Central License certify superior food quality?

It is a licensing category, not a quality ranking or blanket product endorsement. Applicable food safety and product requirements still need to be met.

Can one head-office licence cover every outlet?

No. Review the head-office requirement and separate unit-level coverage. List each kitchen, factory, outlet and warehouse in the licensing assessment.

What if I operate food premises in two states?

FoSCoS guidance requires Central licensing for the declared head office and appropriate licensing or registration for the other locations.

Can several activities be endorsed at one premises?

FoSCoS guidance provides for one licence or registration per premises with relevant Kinds of Business endorsed. Review the complete activity list.

Does selling through an app automatically settle my licence category?

No. Identify your role as operator, manufacturer, restaurant, seller or another FBO. Review the corresponding entry rather than relying on the sales channel alone.

Which FSSAI licence does a food importer need?

The revised eligibility schedule lists Importer under Central License without a turnover threshold. Other import and product requirements remain separate.

What documents should I prepare first?

Prepare identity, entity, premises and activity records, then follow the current FoSCoS checklist for your selected business category. Manufacturing and import applications need their own review.

Is a water test report always required?

Check the activity-specific document requirements. Do not assume that every retailer needs the same testing records as a manufacturer or processor.

Where do I apply for an FSSAI State or Central License?

Use the official FoSCoS portal. Select the premises and Kind of Business carefully, retain the application reference and track queries.

How much does an FSSAI licence cost?

Use the current activity-specific government fee and portal assessment. Professional fees, testing and additional work should be quoted separately.

Do FSSAI licences need periodic renewal under the 2026 reforms?

The March 2026 FAQ explains perpetual validity without periodic renewal applications. Fees, applicable compliance and suspension or cancellation powers remain relevant.

Will threshold migration change my FSSAI number?

The March 2026 FAQ states that the number is retained during threshold migration. Follow the current FoSCoS process and preserve the records.

Does GST registration replace an FSSAI licence?

No. Tax registration and food-business authorisation address different obligations. Assess each requirement for your business.

What should I share for a CompanyJi food licence review?

Share the operator details, food activities and products, turnover records, all premises addresses, existing certificates and any planned import, online or expansion activity.
